I anonymously agree with Anonymous above. Too many people were getting ordained without due examination, with tragic and scandalous consequences. The problem with that interpretation is that they did not just censure Jerome, and say "we need to slow down" they said that, contrary to the promises to the Anglicans, that there would be no new ordinations, and, also contrary to the promises to the Anglicans that the priests would have to be Eastern Rite.
Perhaps Jerome and Jonah overstepped in that speech. But this does not line up with that. Whoa, what brought Jonah into this? Metropolitan Jonah has nothing to do with this. He was the guy who was drummed out of the OCA's top spot, then the accusations against him were taken down after they turned out to be total crap. For what it's worth, I believe that this decree amounts to a temporary interruption in new ordinations, an interruption that will last only until ROCOR can get the critical issues straightened out.

The question of the Western Rite and the Eastern Rite cannot be adequately understood apart from a look at their historical development. In the early days of the Church, there was no single rite dominant in either the west or the east.
Indeed, originally there was to our modern mind anyway an astonishing and bewildering diversity, for each pastor i. As the years progressed, pastors would borrow prayers from each other, so that several anaphoras and sets of prayers came to dominate an area. Yet even after certain centres came to exercise a wide influence on the churches around them, a variety of rites still persisted, in both the East and West.
Eventually, due to the many and varied exigencies of history, two rites remained standing at the end: the Roman rite and that of the Great Church, Constantinople. But originally there were many eastern rites and many western rites. One thing that the Reformation accomplished apart from the sundering of western church unity was the creation of radically new forms of liturgy. Some of them such as Anabaptist and Reformed liturgies mutated so thoroughly that the original Roman Mass was entirely overthrown; others such as the Anglican liturgy retained as much of the old Roman wording as possible.
But all of them broke decisively with the Roman and Orthodox understanding of the Eucharist, denying emphatically that it was a sacrifice in which the true Body and Blood of Christ were orally received by the communicant. It is hard to overstate this. For all of the early Protestants the Roman Mass was an abomination, a blasphemous parody of what Christ intended for His Church. There might be occasions where a Reformed cleric from the Continent might substitute for a Church of England cleric if needs be, but having a Roman Catholic priest substitute for the Anglican cleric was out of the question.
For all concerned, this issue of the Mass was literally a matter of life and death, as the executions of Ridley and Latimer and of Campion attest. Rome, for its part, reacted to the Protestant revolution by battening down the hatches, both administratively and liturgically.
CHURCHES AND ALTARS
The war was on. On the Protestant side, the Anglican liturgy was the closest to that of the Roman rite, and this underwent its own development, with the Prayerbook eventually becoming the final product authorized by Parliament and used in the Church of England until The C. The Western Rite that exists today has been heavily influenced by the life and work of Julian Joseph Overbeck.
Western Rite missions, parishes and monasteries exist within certain jurisdictions of the canonical Orthodox Churchpredominantly within the Russian and Antiochian jurisdictions in North America. Both operate under a structure known as a "vicariate" within their respective autocephalous churches. In addition, the Western Rite is practiced within religious communities outside the canonical Orthodox Church. In the past, there have also been Western Rite communities within Oriental Orthodoxy.
None of these are recognized by the canonical Orthodox Church. Western Rite parishes are found almost exclusively in countries with large Roman Catholic or Protestant particularly Anglican populations. There are also numerous devotional societies and publishing ventures related to the Western Rite. While Western Rite Orthodoxy remains a contentious issue for some; however, the movement continues to grow in numbers and in acceptance. In the times prior to theological disputes that arose between 9th and 11 century, Byzantine Rite churches of the East and Latin Rite churches of the West were in full communion, confessing the same OrthodoxCatholic Christian faith.
In the East, the Byzantine Rite was the predominant liturgical rite. In the West, the Latin Rite was the dominant rite. In the time of the final East—West Schism ofmost of the Churches that remained in communion with four Eastern Patriarchates used the Byzantine Rite, though there were still regions where other liturgies, including the Roman Ritewere used.
One of such regions was Byzantine southern Italy.
In the time of the final split much of the southern Italy was still under Byzantine rule and was organized as the Catepanate of Italy. For centuries, church life in Byzantine regions of Italy was developing under dual influence of Latin and Byzantine traditions.
During the 11th century, Latin rite churches in Byzantine Italy still did not use the interpolated Creed Filioque [ citation needed ] and were in full communion with Eastern Orthodoxy.
The Norman conquest of southern Italy was completed with the Conquest of Bari in One of the main consequences of the political change was the establishment of the supremacy of the Church of Rome over the church life in former Byzantine Italy. The main theological challenge was resolved at the Council of Bari in Implementation of that decision soon marked the end of Latin rite Orthodoxy in southern Italy. After the 11th century, the Byzantine Rite was gradually becoming dominant in the Eastern Orthodox world, almost to the point of exclusion of any other liturgy.
Traditions of old Western Orthodoxy were still regarded with high reverence by Eastern Orthodox theologians, [ citation needed ] but for centuries no organized attempt was made to preserve or revive the Latin branch of Orthodoxy. This changed in the late 19th and early 20th centuries when some Western Christians converted to Orthodoxy but retained some of their Western liturgical forms of worship.
Overbeck converted from Catholicism to Lutheranism and married. He then emigrated to England in to become professor of German at the Royal Military Academy, Woolwichwhere he also undertook studies of the Church of England and Orthodoxy. Initially, Philaret was hesitant about Overbeck's request, but did not rule out the idea entirely.
Overbeck outlined his rationale for a Western Orthodox Church in his book Catholic Orthodoxy and Anglo-Catholicisma largely polemical work describing why the established Western churches should be rejected. Overbeck convinced others about the feasibility of a Western Orthodox church and in submitted a petition containing signatures, including many in the Oxford Movementto the Holy Synod asking for the creation of a Western liturgical rite within the ROC.
The commission approved the petition and he was instructed to present a revised Western liturgy for evaluation by the commission. He presented a revised Western liturgy in December. That liturgy was subsequently approved for use — specifically in the British Isles. Over the next several years, Overbeck developed liturgies for administering other sacraments and for praying a Divine Office. Overbeck attempted to reach Old Catholics to his scheme since they had recently schismed from the Roman Catholic Church over First Vatican Council 's dogmatic definition of Papal infallibilitythough to little avail.Authenticity of Western Rite Liturgies
During this time, he continued to criticize Roman Catholics and Anglicans as well as those Western converts to Orthodoxy who utilized the Byzantine Rite. ByOverbeck appealed to other Orthodox Churches for their recognition of his plan. For a number of reasons, many Orthodox believers have asked questions about the legitimacy of this particular rite. It is worthwhile taking time to address these carefully. Though this is only a start, I hope to answer a few questions and critiques below. The Western Rite has grown slowly but steadily, and has especially flourished in the last couple of decades.
It has been blessed and promoted by Sts. It has been approved of and embraced by modern patriarchs in Constantinople, Moscow, Antioch, and Romania, as well as local church hierarchs, such as Metropolitans Philip Saliba and Anthony Bashir, of recent repose. It has further been supported by big names in theological circles, such as Vladimir Lossky, Alexander Schmemann, Metropolitan Anthony Bloom, and many more.
Meanwhile, in some circles, the Western Rite is still a heated topic. To borrow the words of an anonymous seminarian from St. Others see the Western Rite as something foreign, misleading, and dangerous.
These see the Western Rite as an innovation, and even possibly heretical. In the late 10 th century, the Monastery of Almafians was founded on Mount Athos. The primary purpose of the Western Rite Missions within the Orthodox Church remains the re-calling of the nation and indeed all of Europe and the western world to its Christian roots.
The primary task of re-calling Europe probably falls the Orthodox Church which alone has not got the problems in the eyes of the general public to impede this work.
The Orthodox Church can clearly lead Europe and the west back towards a moral and just Christian society. We in the Western Rite can provide the missionary setting within western culture to allow the un-churched majority to at least connect once again with the Christian Church. We therefore urge all men of good will to join with us to meet the challenge posed by the secularisation of our society.
We urge Christian Members of Parliament, Christian business leaders and others of like mind to help us find ways of bringing back to Christianity, those of the now third and fourth generations of post-Christian people.
